Because you are essentially working with a string of little bitmap images connected to bezier curves, if you were to make a background with thousands of overlapping textured vector strokes you may start running into performance issues. Textured vector brushes are useful for giving a hand drawn character to line art, while retaining the possibility to directly edit individual strokes in your drawings.

When you are dealing with a grid of pixels instead of curves, there should be little to no performance difference in rendering a bitmap layer made with hundreds of thousands of brush strokes compared to one made with just three. Generally, bitmap brushes are useful if you want to paint detailed backgrounds that you won’t be manipulating directly, especially if you like to hand paint gradients.
